Head & Shoulders Classic Clean has one active ingredient: Pyrithione Zinc at 1%. That ingredient is completely banned from every cosmetic sold in the European Union as of March 1, 2022, ECHA classified it Reproductive Toxicity Category 1B in 2018 and the EU found no case for an exemption because alternative anti-dandruff agents exist. The same product is sold without restriction in the US under an FDA OTC drug monograph that was last comprehensively updated before the ECHA classification existed. Beyond the active, this shampoo contains MIT and MCI, preservatives the EU banned from leave-on products and capped at 15 ppm in rinse-off after a contact sensitization epidemic in Europe. No cap in the US.
