The primary functional ingredients are dimethicone-type silicones (the linear, crosslinked variety, not the D5 the EU is phasing out) and propylene glycol. The preservative is phenoxyethanol, which the EU has cleared at a binding 1.0% maximum; France added a temporary infant-area warning in 2019 (later repealed at EU level).
